FTA Project Management Oversight
Envision won a prime, $15 million, five-year contract to provide Project Management Oversight (PMO) services to the United States Department of Transportation’s Federal Transit Administration (FTA). The team monitors Grantee performance, delivery of products, and achievement of favorable outcomes that meet or exceed the FTA’s requirements. Envision also manages several sub-consultants as integral parts of its PMO Team.
The FTA is responsible for the administration of grants and loans to assist state and local public partners in financing the Right-of-Way acquisition, construction, reconstruction, and capital improvements of transit facilities (under 49 U.S.C. Chapter 53). The FTA has substantial oversight responsibilities to ensure capital projects are delivered under the terms of the grant or loan agreement and meet all federal requirements. By issuing a PMO contract, the FTA receives support capable of rendering critical programmatic input for a variety of FTA program decisions for its grants programs and major capital projects.
Under the awarded contract, Envision has received a major project-specific Task Order assignment in Houston, TX:
Houston METRO-Uptown Development Authority-Harris County Improvement District / Dedicated Bus Lanes, Region 6 /Houston, TX
The Uptown Development Authority (UDA) of the Harris County Improvement District is developing transit enhancements in the Uptown Houston area to coordinate with the planned Dedicated Bus Lanes. The ultimate transit enhancement will be facilitated by a bus route dedicated to travel between the existing Houston METRO Northwest Transit Center and a new Uptown Transit Center (UTC) to be located on the south side of Westpark. The UDA is developing the dedicated transit corridor and Houston METRO is expected to supply the buses and operate the transit service. The Dedicated Bus Lanes (DBL) at-grade, with eight stations along a two mile section, will be developed along Post Oak Boulevard from Richmond Street, north to the I-610 underpass. Bus service will continue from that point to the Northwest Transit Center on the I-610 frontage road. The UDA is coordinating closely with METRO as this major capital project develops. Cost: $165.2M ($61.7M, or 37%, comes from FTA funds). Anticipated Completion: December 2018.
In addition, Envision has also been assigned a Transportation Investment Generating Economic Recovery Program (TIGER) Task Order assignment identified under the TIGER 6 grant program. The TIGER grant program was established by the American Recovery and Reinvestment Act (ARRA) and fosters innovative, multi-modal and multi-jurisdictional transportation projects that promise significant economic and environmental benefits to an entire metropolitan area, a region, or the nation. Under the TIGER 6 Task Order, The firm is currently managing two projects in Boston, MA, and Providence, RI:
Massachusetts Bay Transit Authority (MBTA) / Ruggles Station / Boston, MA
The oversight of the Ruggles Station Platform Improvement project entails the construction of a second commuter rail platform at the existing Ruggles commuter rail, subway and bus station in the neighborhood of Roxbury in Boston, MA. The project will address current operational limitations providing additional capacity for all commuter rail trains on the line, including Amtrak and to enhance pedestrian flow and ADA capabilities. The objective of the oversight on this project is to evaluate the MBTA project to ensure the reasonableness, quality, completeness, and reliability of the project scope, cost, and schedule, and the technical capacity and capability of the MBTA to execute the project. Funds will also be used to upgrade the existing elevators and improve pedestrian access. Cost: $30M ($20M, or 66.7%, comes from TIGER 6 funds). Completion: Spring 2017.
Rhode Island Public Transit Authority (RIPTA) / Enhanced Bus Circulator / Providence, RI
The Providence Enhanced Bus Circulator project will provide reliable public transit from the Providence Amtrak Station area to the hospital district in Upper-South Providence, which is within the downtown area and an Environmental Justice area. The project includes 10 new stops along a branded circulator route with a downtown hub in Upper-South Providence, the purchase of six new buses (three hybrid and three diesel backups), re-branding for an additional 29 buses, and signal prioritizations along the route. Cost: $17M ($13M in federal funds and $4M in local matching funds). Anticipated Completion: Spring 2017.
